POSITION: ACCOUNTANT I
DESCRIPTION
Accounting work of this class work involves routine accounting procedures, principles and techniques. An employee in this class keeps records of accounts in a small administrative unit and is responsible for the preparation of accounting and fiscal reports, and the maintenance of less complex control accounts. Problems involving policy matters and significant irregularities are referred to a superior officer for advice or assistance. Work is performed in accordance with established procedures. Work skills are reviewed through periodic checks, on completion of assignments, and from progress reports.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE)
- Posts accounting data to general ledger accounts from subsidiary reports;
- Makes trial balances in preparation for financial reports;
- Reconciles accounts, records, reports and journals;
- Creates forms, statements, audit reports and other records;
- Maintains expenditure and budgetary control accounts and prepares necessary reports relating to account status;
- Engages in posting and processing information for fiscal reports;
- Exchanges non-routine information using tact, requiring good oral and written communication skills;
- Other duties as required.
FACTOR I: KNOWLEDGE AND SKILLS
- Knowledge of the provision of the accounting manual of the Government of the Virgin Islands as they relate to recording and reporting of fiscal transaction;
- Knowledge of generally accepted accounting principles, theories, practices and their application to a wide variety of transaction involved governmental accounting;
- Knowledge of spreadsheets, word processing software, computer applications related to the work, accounting software and willingness to learn and use accounting and financial reporting software;
- Knowledge of procedures, modern office practices, and basic office management; business language and arithmetic;
- Ability to apply and adapt established methods in accounting transactions;
- Ability to communicate effectively, courteously, interpersonally and organizationally;
- Ability to perform detailed work involving written or numerical data, and to make arithmetical calculations rapidly and accurately;
- Ability to prepare complete accurate accounting reports and statements;
- Ability to organize own work, setting priorities and meeting critical deadlines;
- Ability to supervise the work of a small group of employees engaged in bookkeeping or related office duties.
FACTOR II: SUPERVISORY CONTROLS
- Employee works under the supervision of a higher-level officer who assigns duties, describes scope of goals and objectives and furnishes guidance on critical issues.
- Receives a general outline of the work to be performed and is generally free to develop their own sequences and methods within the scope of established policies.
- New, unusual, or complex work situations are almost always referred to a superior for advice.
- Work is periodically checked for progress and conformance to established policies and requirements.

FACTOR III: GUIDELINES
- Federal and local fiscal guidelines and procedures must be followed. Employee is expected to follow these guidelines and use knowledge acquired through training and experience in making independent decisions.
FACTOR IV: COMPLEXITY
- Work is of a standardized nature that may involve a variety of duties;
- Tasks usually have several steps, some of which may not be directly related;
- Alternatives may exist for processes or methods to be used in solving problems;
- Work is controlled by routine review and reporting to or consultation with supervisors;
- Duties require a high degree of concentration because of the factors which must be considered and weighed before decisions can be reached;
- Guidelines at this level are technical in nature, requiring careful interpretation.
FACTOR V: SCOPE AND EFFECT
- The purpose of the work involves basic accounting work in the review, maintenance and control of financial records and fiscal expenditures.
FACTOR VI and VII: PERSONAL CONTACTS AND PURPOSE OF CONTACTS
- Contacts are with the immediate supervisor and coworkers;
- Purpose of contacts is to plan, coordinate and to receive advice on work effort. Contact is also for the purpose of interpreting guidelines or instructions, receiving guidance on the basis of facts to resolve common issues or problems when the information is not sensitive in nature or the individuals or groups are working toward mutual goals.
FACTOR VIII: PHYSICAL DEMANDS
While performing the duties of this job, the employee is required to:
- Sit, and talk or hear within normal range;
- Reach with hands and arms;
- Read fine print, and review information on a PC monitor, as well as, hard copy output;
- Manipulate objects with fingers. For example, using a keyboard, typing and coding general ledger information;
- Move about and exert some physical dexterity.
FACTOR IX: WORK ENVIRONMENT
- Work environment involves normal everyday hazards or discomforts typical of offices, meeting and training rooms;
- Comfortable levels of temperature, ventilation, lighting and sound are inherent in the work environment.
- Exposure to deviations from pleasant environmental conditions is only occasional.
- The likelihood of injury is remote.
MINIMUM QUALIFICATIONS
- Bachelor's degree in accounting, business administration or a related field from an accredited college or university; or
- Semester credits in Business Administration to include 15 credits in accounting/ bookkeeping and four (4) years experience in the position of Bookkeeper III or equivalent.
